Mapping and Strengthening Westiminster's VCSE Sector

The Challenge

Despite having over 7,000 registered organisations, Westminster’s VCSE landscape is highly complex, with a significant proportion operating nationally or internationally. The Council lacked a clear, unified picture of local provision, financial resilience, and community reach, and existing infrastructure bodies held incomplete datasets due to the difficulty of gathering local data.

The Innovation

We produced a comprehensive State of the Sector analysis and Empowering Places dashboards, creating a consolidated, live dataset of approximately 1,500 local organisations with turnovers below £5 million. This integrated regulator data, council records, and funding data from over 250 funders, whilst providing access to advanced forecasting metrics and MyCake's Resilience Rating.

The Impact

The Council gained a comprehensive, cross-departmental understanding of the local VCSE sector to drive evidence-based commissioning and investment. The insights allow the Council to proactively identify and stabilise at-risk organisations, map investment gaps by ward and sector, uncover "hidden gems" of social enterprise, and build a foundation for long-term sector strengthening under the Westminster 2030 transformation programme.
